Remember, it is the craft labor (union members) who produce the products that go out the door. If there is a badly produced product or lack of quality, it is the worker's fault, not management. It needs to be made properly the first time, and not wait for somebody else to catch the problem before it goes out the door

It's not difficult to bring in good managers. They already have the personnel. It's just hard to get rid of the existing management.
