People are being ridiculous with all the speculating and wild guessing. Yes, the goal is to make the company 20 percent more efficient. That can be done in a variety of ways, not just through layoffs. Will there be some cuts? Sure. But thinking the number will be that huge is catastrophizing at its best. Also, if you are good at what you do and do your job well, there's nothing for you to worry about. Google knows to take care of its best.

Why not ? Google owned Verily just cut 15% and they add much smaller than the rest of Google.
Not 20% in Round 1. But there will probably be more rounds and the aggregate will be a lot more than 20%. I hope I am wrong but history repeats itself. Look at examples of other once #1 companies like Cisco, IBM, HP, etc

it may not be 20% in round 1, but eventually the next few rounds will more than make up for it and you'll see layoffs become the norm .... an annual event

Having worked for a couple of big tech companies. You are right they will not cut 20% of the workforce to make the company more efficient. What I have experienced is a cycle followed by further cycles where the company generally reverts back to its core business. Where it makes all of its profits. The insidious thing about tech company culture from the last 20 years is that it is a fact that people over 40 get chopped first. Which is super cruel. Then in further cycles, they whittle away the deadwood. Ultimately Google has made a lot of money but only in a few areas. There are many areas of the business that can be spun off or shut down.
It's great having Google on your resume but used to be great having Xerox on your resume.
