Sadly this description of quiet firing sounds a lot like a normal operations at ADP; management going years without giving a person a raise or promotion, shifting responsibilities to tasks requiring less experience or deliberately withdrawing development or leadership opportunities.
Also, only hiring in certain locations despite lack of qualified applicants. Only certain divisions allowing work from home... and on and on...

Agreed, ADP will freeze out associates that they deem as a highly compensated employee, and then throw constant demands at them.
Yup much hasn’t changed from ADP. Unattainable goals, call center culture, overly toxic corporate koolaid management. Hiring anyone in hopes that they are the 10% that somehow can match a tenured employee’s knowledge. They end up getting mad when they can’t keep up and offer only joke of pay raise, but add additional workload. I know a few people that are leaving for 100% remote jobs. Most of our competitors are paying more or same with WFH positions.
