Mediocre folks are promoted from vice president to group vice presidents. Good engineers are stuck at the sr staff level for years? What a company? People are working hard to promote others.

Sadly this is normal. Companies don't promote their best employees. If they promote their best employee in a position, who is going to take over for that employee--who is going to backfill that employee's shoes? The answer is someone who is not as good as that employee was.
As a manager, I have faced this issue. If I promote Jeff, then who will take over Jeff's position? Where do I get a second Jeff? The truth is that Jeff is really hard to replace and if I promote Jeff I going to have the problem of backfilling Jeff's position. It's better for the company if I don't promote Jeff and instead promote Joe, who is a good employee but not a great employee like Jeff.
It's personally been my experience that I have not been promoted when my performance was great. Instead I only get promoted when my performance has been good.
The trick to succeeding it to care, but not to care that much. Think of it this way, the number one car in America isn't Ferrari, it's Toyota.
