This is false. If Meta gives 60 days notice to impacted employees, then the WARN notice will be published at the same time the employee is notified. I know this from experience. WARN will provide you with total number impacted in any given state AFTER the fact.
Honestly it's the job of a company's legal dept and HR to make sure they are able to skirt the WARN guidelines and not have to give notice except in really dire circumstance. You can get rid of 4x the number of folks annually if you just spread it out in 90+ day increments. There are lots of loopholes, and companies stay 'just' within the rules unless they really have no choice.
