One of main reasons Oracle is cutting cost ( aside from the obvious which is they reported a loss of $1.25B in Q2), is that they made some very expensive acquisitions, like Cerner for $28B. By far the largest acquisition in Oracle history and largest overall for Tech industry last year.

This brought over 28,000 employees to Oracles existing 143,000 employees.

There was no leveraging of roles, responsibilities- just a lot of duplication of people at tremendous cost.

This was combined with some very bad deals the acquisition had (like the VA) which Oracle will now own and have to fix.

Sound familiar?

Oracle layoffs are not in the application business but in the CX business, which is aimed at startups and selling advertising, building something from scratch etc. Since private equity is the largest bubble off and about to bust (IPOs dried up) cash is becoming a cost again.

The nearest SAP had anything in this business, Klien shut off or sold off in 2020...
The remaining CX business that survives will be rolled into the Application business competing directly with SAP, SFDC, Workday etc...

If the layoff is big enough...they will be legally required to announce it to the world at least 30 days ahead of time....so there is that...
