I left 2U right before the layoffs and I actually consulted a lawyer about this. I was told in NY (I live in NYC) that there was pretty much no way, in general, to enforce a non-compete and it rarely happened unless it was egregious like if I used the same exact format and went for the same exact contracts and stole clients.
If you happen to have a lawyer friend, you might want to ask, but I don't actually think it is enforceable, although it may be different by location. I know if you are in California, you are also pretty safe from others.
All I can say with 100% certainty is that of all the people I know who left 2U with a non-compete and have gone on to similar jobs, it has not been a problem.
So I wouldn't sweat it.
Typically in layoffs there is no way to enforce a non-compete. I chatted with a GM yesterday who was laid off and they said no non-compete in their situation. I’m assuming it’s the same for all.
