Some are already speculating that there could be cuts. Layoffs may or may not happen, but my non-alarmist advice is that you should always be prepared.

If it happens take your severance and run....there are much better places to work.

Qualcomm fired people in 2015 and again, three years later, in 2018. Wouldn't shock me if another round came now. When Apple releases their own modem, I'm expecting a much larger layoff.
I was laid off in 2018 and went on to Apple. There are very few people I knew at QCOM who could make it through the HR interview let alone the technical.
