300+ vacancies on Aramco website - so why the layoffs?

How effective is the manpower and strategic planning at Saudi Aramco when on July 2, 2022, there were over 300+ expat vacancies advertised and yet Saudi Aramco was cutting expats in 2021 and 2020? It's quite bizarre. Have people been resigning en masse to create such a requirement?

Sad reflection of a once mighty company, there is no doubt downstream is less turnover, less sales, lower oil prices and no skills to arrest decline, watch and wait, Aramco is finished, tomorrow, next week or in a year, the decline has started, racism in the workforces has not helped this company, nor has wasta or previous success, which came from a company built by expats.

If a job offer has been certain time without been filled must be granted to a local, final objective is to increase Saudinization percentage. Current expats are part of the last generation. Joining Aramco now has a lot of uncertainty and you can be fire anytime.

During last month, worldwide recruiters and headhunters are looking for oil industry profiles, most of them to fill urgent vacancies, so you can expect a peak in resignation during next quarter. Still people will be reaching Aramco but under current salary offers and toxic culture they will move quickly and again Aramco will be offering very high salaries to get expat people or move to a 100% Saudization (highly probable).

You can guarantee many of those “positions” are not actually open or were even live roles in the first place. They are placed on the site to tick some KPI.

Ditto loads of expats are leaving, replacements are cheap and cheerful disposition just happy to have a job!

Purging experienced higher paid expats with cheaper expats does appear to be the reason for previous layoffs. It does take a while for the insidious deterioration of competence to start to show, normally in the form of fires, explosions and reliability. It's as if they do not value knowledge, nor experience, or be able to recognize it. As others have previously mentioned the Dunning–Kruger effect is quite prevalent within Saudi Aramco Management.

Purging certain higher priced expats to replace with cheaper expats. Similar to replacing the Los Angeles Dodgers with a cricket team to play the New York Yankees in the World Series.
It's not going to end well.

They have disengaged objectives and each department follows their own rules, some job postings are only to meet HR requirement but they don't want more expats, so after 100 interviews not candidate is selected, meanwhile, not only one job needs to filled, now two are need it so until there is a critical shortage is when they decide to act.

Yes and no, layoff positions were covered by locals, but their work came to expats, during Covid most expats had enought money or mental breakdown to quit and then now we are seeing this query for people. As well match with a lot of expats reaching 60.

Also is part of a production increment quota where more people will need it and yes you can see how strategic is their strategic planning.
