What is a phase 2 probe from EU Commision?

There is news that the transaction by Broadcom will be scrutinized at the request of Cigref.
Surely, every acquisitions above a certain amount gets investigated like this formally, but this phase 2 probe looks like something special.

Was this investigation done during the CA technologies and Symantec acquisitions ?
Althought I don't understand much about this investigation, why do so many claim a phase 2 probe is meaningless ?

This is all speculation but I've read this could take up to a year or more to happen given the complexity. But this is all again, speculation.

A phase 2 occurs in all large transactions, which is basically any deal over $100 million I think. Google the number of transactions that didn’t occur due to a Phase 2 review. The only one I could find was due to the buyer not wanting to wait, which won’t be the case with Broadcom

Broadcom already knows how to deal with the EU because of previous acquisitions, so I expect a 1-2 months delay when it comes for the deal to pass in the EU
