The deadline for setting the reserve price has come and gone and it determines at what price the powers that be are willing to sell the whole lot for, no second bidders necessary and they won't challenge it with a bid of their own.

Not worth $200m with those expensive leases, all the capital requirements, the customers that will need to be relocated and quite a few other things. $50-100 million max.
Chump change. Makes it more likely someone could buy the whole lot, but then again, what would they actually be getting.
