While some people get promoted every 2 to 3 years, other high-performing and well-liked people have been stagnate for years despite following their development plans and talking to their leaders regularly. How do you stay motivated when the effort goes nowhere?

Ask those who were sent home...and then re-hired...on Advisory/Consulting positions...moreover, transferred in between provinces ... not to attract attention...
Jump ship every 2-3 years, staying on board will net you no progression (though management will dangle that sweet sweet promotion carrot to squeeze more production out of you for jack-squat in additional compensation).
The other option is to collect a paycheck and just act your wage, and only do the job you're paid for; expect no advancement but don't produce anything more than your 1.0 STI modifier demands.
You get kicked out...so you OFFER MORE...and then you'll be rehired as an ADVISOR...

Seems the trend is to bring in external candidates to have a culture shift rather than promote from within...

OMG so true and accurate . I had to look up sycophant though. So very true especially the front page person. People should use these titles as pro-nouns on our signature line. LOL.
To be promoted you need to fit one or more of these profiles:
- Sociopathic Narcissist, takes enjoyment out of bullying others, self aggrandizing, withholding information and gas lighting
- Bumbling Mo--n, fully buys into the latest flavor of the day process, procedure and initiatives with a religious zeal
- Friend, Sibling or Spouse of one of the anointed ones
- Good Leader, finally gets recognized for leading and helping others, working hard and doing what’s right, usually gets demoted , shuffled to the side or packaged out shortly after
- Nauseating Sycophant, spends entire focus sucking up, praising and parroting the powers that be
- Squatter, stale team member who stays in an area so long that they eventually get defaulted in
- Frontpage Person, recently highlighted on the front page for some ESG Biden/Trudeau flavor of the day
LOL, are you kidding me? It's not what you know but who you know and whoever you know must be in a position to have upward exposure otherwise who you know doesn't matter. Some advice... get aligned with the right people , the people who are getting promoted every few years. Be their problem solver, their go to person otherwise you're just another mouth to feed. Think I'm joking? Look around you kid, people surround themselves with the ones that move thier bus not yours.
90% of it is making sure you and your manager are "well liked" by people above. Forget competency.
