Fortunately I have never had any problem that would require me to ask for help from HR. However, I know some people who expected HR to fix some of their problems, but it didn't happen. I get the impression that we have no one to turn to when things go wrong at work. Our only options are to suffer in silence or leave?

They never were or are on "your side". They are system pigs. Their nose is in the corporate trough. Clown show, step right up, a rear end for every seat and propaganda galore that masses eat up like a pig. think, those that wear masks in their car....can't think for themselves. followers, guillable and clueless USians

HR exists to only ensure that the company does not get sued. They are your enemy. They are not your friend, not your confidant, etc.etc.etc. Stay away from HR ladies and their crew of misfits and corporate worshipping lackeys.
They are NEVER EVER on "your side." They only have a fiduciary duty to the corporation. They protect the corporation. They are paid for and by the corporation. Never trust the HR girls and boys. Look out only for yourself.
The simple answer is NO that they are an arm of management.
