The question that should be asked is why/how management allowed an asset not be profitable for 10 years without investing in changes to break the unprofitable cycle. P66 punitive management approach only replaced managers without any substantive changes to how the place operated, but magically expected it to become profitable.
Alliance is a cesspool run down by lazy, entitled union workers and management too scared to do anything about it. You don't restart a refinery that hasn't turned a profit in 10 years. And y'all wonder why McKinsey is going to chop heads.

Ha! They should head to Alliance. They would be scratching their heads at why 25% of the refining capacity idled in this country over the last year is just sitting there storing crude oil.
