I don't think anybody would have received any severance package yet. People have just been given a deadline (e.g. 45 days) to apply for another job. Once that deadline is over, they may be made redundant and severance will be discussed.
There would be ample room to let go thousands of PMs - and I think that would actually help productivity. Win win.
