If we need to slash the number of employees, then why are we still hiring? I know for a fact people are still interviewing and being extended offers. A complete hiring freeze would make more sense than bringing on new people just to get rid of some of the current employees.

Because Facebook employees are notorious for using interview process to steal candidate's ideas. I have personally seen my interview design being A/B tested 6 months later.

Hire more before layoff so managers can still be managers after big layoff.
