There are many dysfunctional teams across the company, that's obvious. However, instead of fixing the many problems, our leadership opts to lay off hardworking employees and hire more layers of management because that's what's going to help, right? I'm almost hoping to be laid off at this point, just to leave this mess.

I’ve been here over 10 years and it’s always been like this. Too many managers and many of them have no value yet continue to collect their paycheck. Get rid of them FFS.
The easiest way to give your self a promotion is hire more layers under you. It also gives you better arguments in the reorg consolidations. "I manage 3 Directors" so gives you more weight in the internal scrum that passes for a reorg plan.
I can only concur to that… hope the trend will stop and the curve will finally shift to hiring more IC than leaders…
This is 100% spot on. I have 2 more mangers between me and GK even though the number of ICs is probably 30% smaller then pre covid
