The standards are lower than ever. We recently got a new colleague who is not nearly enough competent for his role. If that role hadn't been performed by a top expert before, it might not have looked so strange.
Has Sungard become so desperate that they had to lower the criteria for candidate selection so much?

Some positions that were vacated had to be downgraded from architect and senior to level II to fill as there were either no candidates or nobody applying with the proper skill set. I was fortunate enough to interview candidates for an open position on my team to help ensure we weren't bringing on just a body. The person we hired was a solid level II engineer, self-disciplined and started contributing immediately. The interview process should not just be conducted by the hiring manager; senior level tech folks should participate in the process.
