I see associates always getting PTO put in even when the schedule is already out. I want to put in 2 days for PTO and one of the managers declined me. I went to the office and told them it was for religious holiday and she had to ask one of the managers for permission and the manager said no. Why no? Other associates are always getting PTOs put in whether it’s the same week or if they called out afterwards. Is that true you can’t put in a PTO when the schedule is already out? Because I see it being done all the time

Actually the salaried managers don't have to use their PTO or make up time when they call out so that's even worse for whoever is declining your PTO. My advice to you would also be to work with your manager since if it was for a religious holiday, you would have had plenty of notice (not saying thing's don't come up, but just from experience when things can be handled before the last minute, it's easier on everyone).
But if there is any sort of inconsistency in how your store is approving PTO for days missed, reach out to colleague support. They'll tell the store to put in PTO unless there is a clear pattern of abuse of the policy with documented conversations.
I know but things happen and sometimes the time passes by, the system doesn’t let you after a certain amount of time has passed. And plus, I’ve never had a manager decline me and I see associates getting PTOs put in all the time for the same week or even after they call out. So if this is a rule, then everyone should be held to the same rules. Managers themselves always calling out and putting in their vacation time for it.
I mean no offense but since you knew the holiday was coming, why didn't you put in your request weeks ago? My experience is the schedule is made the Thursday prior to the start of the next week, which can be annoying but if I know I have something coming up I make it a prioroty to ask for the time off.
It's at manager's discretion. Unfortunately, I'm sure you can figure out which special employees are going to benefit from it.
