HR is not where the darkness lies. Look to those who have won sudden victories, for they know where the skeletons (or nudes) lie.
HR was axed first so that created staffing issues. They are recruiting HR people and as soon as they establish their norms and 5 year vision they will be prepared to meet and discuss proper procedures for right sizing.
Update your resumes ASAP and be prepared to explain what DVN does for a living.
