Severance instead of new job offer

If offered a new job at Broadcom, can an employee turn it down and and receive severance instead?

Tell your manager that you want out. They will love to put you in the layoff list. But remember it is done deal if you are in the list. No change can be done.
I hear many people do that even after the acquisition as there will be couple layoff after that until the head count made sense for the revenue and cash flow your BU make

I've been at vmware a long time. I've got no evidence that any CEO past Maritz did any legitimate work (or had a reasonable plan).

Typically - no. If they offer you a job (same compensation) and you turn it down - you are considered a voluntary resignation. That is how they treated us at CA (not sure if this changed). To be clear though - they cut so many people, there weren’t that many that were offered jobs / so it wasn’t a big issue for us.

At this time your management probably doesn’t have any answers to any questions that will come closer to the actual close. The good news about Broadcom - they won’t lie to yours. They are brutally honest. Culture is not important - making money for shareholders is and they are more generous with stock then CA ever was.

And while I’m at it, their CEO worked harder in 1 day then our CEO did in 5 years. Facts!
