Q managers thrive in broken process

The AR process isn't working. The ratings have changed, the timers have changed and the frequency has again been revised. Yet what is the outcome?

How is it possible to leave feedback on team members but them not have a chance to do the same?

The amount of time devoted to such a broken process is astounding even without consideration of how ineffective it is at cultivating talent.
