If not alluded to already, the real winner here is the CCP and maybe the biggest loser is the I.R.S and the Russians themselves. The CCP will buy Metran for pennies on the dollar and start selling cheap inferior products to replace our products. Noting that Emerson has no qualms about creating and producing product in China, the product may even look a lot like our products. May not be a Blue can, they simply paint it Black. It will be interesting if fraudulent certifications go along with the product, but then the Russians may find themselves in a bind and rubber stamp everything. 20% inflation and no jobs might be a pretty big enticement to start figuring out how to keep producing cheap petrol and keep people on payrolls. Anyone who has been to a Russian made refinery knows safety is secondary and human life is..... cannon fodder??? Oh yeah, the I.R.S.; Emerson will write off the entire adventure or at least as much as can be allowed over the next decade or so.
Leverage to a Chinese buyer
Announcing you are leaving before divesting the facility is a surefire way to give up any leverage.
Yes
But if there exit is conditional on selling Metran then this was a way of doing damage control by positioning it as an exit while really they are looking for a buyer
Both
