I addition the DOL oversees this but oddly enough has no real power to enforce. This falls on the State and its procedures and laws on closures.
In the end the company just stays above the law the slightest bit and as stated above they just stay above those percentages and so if you think this is over its not THERE ARE WAY MORE CUTS TO COME.

The lawyers keep a company 'just' below the limit of what the WARN act allows. Read it more carefully, and see how things are divided, and spread over time. 90-day cycles. Stay under the percentages, etc... it's all well laid out and All companies ride the line as close as they can without going over.
