People are leaving this sinking ship without severance, so there is no reason for layoffs. They will move people around to go where needed. This will only continue as the people who are left will have to put up with being overworked everyday or leave. I believe this is all part of a bigger plan to get out of certain lines of business as cheaply as possible.

I just remembered Jane making the statement one time something to the affect of “things will be so good there won’t be a need for severance”, paraphrasing.
Some took it as “things at Citi will be so good that no one will be laid off, so severance won’t be needed”
I think she carefully worded it that way. I think what she really was thinking when she said it was “my process to run people off is so well lain out that people will leave on their own”. - - -LOL
I doubt that the company can afford severance pay.
