Actually one friend is going now, GC 14, plus bonus and really good offer, more than you highlited, so they are strugling to hire and increasing offers. Also Managers are more selective for expats experience. I only recommend to don't mention his salary to anyone otherwise they will star conspiring against him. His wife was reluctant to go cause she quits her job but she looked to spend more time with her daughters.

This is the very high-end of grade 14 on global payroll. With an expat uplift and some insurance benefits the total would be around 22,500 USD a month. This does not include vacation, education, etc. allowances as well as annual bonuses and severance package contributions. Although, no salary increase is possible until one gets up to grade 15 (usually in six - eight years).
Get it going in because you can't work your way there period.
They follow unwritten rules for promotions and thus salary.
GC 15 gets a bigger bonus as a percent of base, business class travel, more respect, plus you have a much higher range before you top out. Its almost impossible to get promoted from GC 14 to 15, so this is your ONLY chance.

what are the incremental advantages of GC15 over GC14? I am currently in the process of negotiating bumping up the grade, the recruiter seems clueless to me - contradicting themselves all the time.

It also depends, if its US or Global payroll. As others have already highlighted job tenure at Aramco is precarious at best.
$14250/ month is top end. Your friend is right, no raises if he's at the top of the range. Not sure why he's even considering it if they won't match his gross. If he's US payroll he's first on the next layoff list, especially if he gets close to the 5 year mark. I'm not sure that his deal makes sense for an unemployed person, let alone someone who is currently working. However, if he is still seriously considering this offer, he can stall coming over until June while he continues to look in the US. After June 30, he will no longer be get a 2022 bonus.

He should be more worried about the possibility of getting laid off after a few years, and being kicked out, and having to relocate unemployed back home.

This is a waste of people's time... if the offer is not satisfying to you personally why not just decline it?
By the way, $14k was base salary for GC 14 on American payroll 7 years ago
He said that was base, excluding the rest of the package. They offer didn’t even match his gross in US. I think he’s worried about getting zero % pay rises if he was crazy enough to take this on!!
From what I can recall when we were making offers that would be well above midpoint, which would normally be if education and experience significantly exceeds minimum requirements in job description.
It depends on the job, the department as well as your friends experience level.
IF that is base, it’s mucho high!
