Only need to act when it actually costs the board and shareholders money. Complaining to a labor board results in fines. Complaining as a whistleblower to the press can cost them customers.
Complaining internally to management or Etica when you don't have a senior leader or better, a union, behind you only costs you time and causes you stress.
If you want systemic change, organize more people like you and take action with a union. If you want to stop a bad thing just the once, document and report to a labor board, but don't be shocked if it happens again.
VMware is in countries with strong unions, ask your peers for advice!
