It is a shame the way this company promotes people. We already see the consequences of this consistent choice of the wrong people (damaged culture, decreased productivity, increased turnover, destroyed morale, etc.) Why? I would just like to know why this is happening? What factors are taken into account here when promoting someone?

Except for engineering and prod mgr roles...that promotion process is spelled out with all the gory details in Source. It's on its own timeline, and there's campaigning required to break into the top ranks.
an awful lot of jobs that could have been internal promotions are opened for external hires, but that kind of move could go either for or against DEI goals.
Diversity goals are the only things that really matter in 2022.
