It seems that all these Qualcomm workers still have no idea that upper management dictates to middle management. It’s said how d-mb these people are! But I guess it’s the same people that still call Qualcomm a leading edge technology company!

The H1B are part of the Qualcomm business model! I have seen it with my own eyes where a reg is place and taken down over and over again until only H1Bs will apply! This is not a manager policy but a Qualcomm policy!

The simple answer is no! The company has policies and procedures in place that dictate what managers can do! Budget and cost cutting procedures also dictate what a manger can do. Working at a commodity company does not leave managers with wiggle room to promote the best and brightest! But more times than not the best and brightest leave bc they can actually see what policies are being pushed from the top! You seem to be missing the obvious
