If I have an offer from another company, do our managers have wiggle room to provide a retention offer (assuming I am a successful employee and on good terms with management)?

Yes. Retention stock grants, cash typically 3 months salary for 12 months to stay), etc are all very common. In TTS there are literally hundreds of them that were given out due to the move of all IT jobs to India TCOE.
It is theoretically possible, but would be most likely be small (5-10% bump). I've never seen it actually happen in my 15+ year career at 3M. Approvals would probably go to division HRM and division president to get it cleared.

It depends.
If you are one of the few who get things done, you will most likely receive a counter-offer, unless the new gig is offering you something way out of line for the role.
If you are one of the many who has to call one of those few several times a week... nah.
