Because they are good at talking about work instead of doing work.

It's where they come up the ideas like PSR, and their BS attendance plan. It also gives the lower level management a sense of accomplishment even though they did nothing. I haven't seen any level of management that was productive in any way. All they do is sit in their offices and complain about the people who are actually doing work.
