In progressive companies, collaboration is very important and teams are encouraged to work collaboratively. This is not the case here. TD has the least collaboration going on of any company I have worked at so far. What it has too much of is backstabbing and appropriating other people's merits.

People respond to incentives. You change the incentives, you get different responses.
So what else do you expect with individual performance management and ratings as opposed to tell level goals? The very idea that the ratings in s team are expected to distribute on a bell curve is creating friction, as the measurement of an outcome should not interfere with what is being measured, or at least on the macroscopic world...
Also I don't know what you mean by progressive, a loaded term, but also the HR, seemingly the most progressive of them all of you are to listen to their endless political diatribes, is doing Jack sh1t about selecting team workers during recruitment, to start with.
Also the constant fear of layoffs make teamwork co-opetition _at best_.
Not sure what other companies with a radically better culture you found though. I've worked in a few and found its rather a combination of human nature and wrong incentives...
