Since there were no cuts in December, what are the chances January will also be a month without layoffs? The last cuts I can remember were in November, just a small batch, and before that in October, when just one department was hit if I'm not mistaken. I'm trying to determine if there's a pattern here.

I heard from some managers that R2C will be getting a big revamp. That’s the idea that was discussed in a high level meeting. If this happens, there’s going to be some serious hiring. I hope this all works out nicely. This is amazing news for once.
Probably not until April as they need to roll up the abysmal booking numbers… if there is anyone left to actual do the analysis.
Probably March, unless something drastic happens. Its usually quarterly. What will happen in February they will see they are still bleeding money to Dell, AWS isn't selling, push for Azure won't sell, customers want to customize solutions but they got rid of the solution teams, etc. Either they sell off assets (data centers) or lay off people there is no other way to make the financials look respectable.

I have no knowledge but my guess is next cuts come in March when they see their pipe dream on new customers ain't happening.
