When a program is in massive trouble, the Prime Contractor will bring in people to "help" you. Every generation of workers has to re-learn this lesson over and over and over again.
What happens is there are years of development that the prime is not aware of that lead to this crisis point. But, they have to show the government they're doing something. What happens though is that they saturate the contractor with people from Boeing that it slows everything down, burns through a lot more contract money, and eventually (if allowed to continue) violates Nunn-McCurdy.
Point is "Gang piling" people from the prime to "help" never really works. The best thing you can do is leave the contractor Chief Engineers, and subject matter experts alone so they can do their job. Maybe you want to install a HANDFULL of technically competent Systems Engineers from Beoing, but that would be about it.

Where did you hear that and why did they need help?
Are you talking about the Space group? RTX did not have the talent-as simple as that.
