A policy of occasional random layoffs for managers would certainly ramp up the pressure and stress levels. This is no different than what regular sales associates face on a daily basis. Some companies cut the bottom 10% on a surprisingly regular basis . Macy's seems to have a two track management structure. There is the stores managers and there is the corporate managers. Lower level store managers come and go with some regularity. In the past, it was sometimes safer to take a lower level position. The nail that pops up gets the hammer! "Go up for the down stroke!"
I am aware people get fired for different reasons. What I'm saying is that ownership/targets generally don't change at random times.
If you've never seen that happen, you have not been around long enough. In most regions, it happens all year round for several reasons, LP issues, harassment, discrimination, insubordination, policy violation, etc. Most of the time, they are given a choice to resign or be fired.
Eliminate positions? Macy's has been doing that for years, consolidating departments to a single manager, no more single manager for each department. The exception will be a big store furniture store or big volume cosmetics or women's shoes.
They probably left or were let go. I've been in the office for years and I've never seen a random layoff. These things usually occur at the same time in every store.
Macy's is probably examining ways to eliminate positions, reduce hours and benefits in 2022 while corporate continues paying themselves bonuses. This is Macy's at its finest.
