Ping Pong game between JNPR and Cisco

I saw many Juniper folks going back and forth at cisco at similar titles or slightly fewer titles.
And they come back to Juniper for a better title. Why does Juniper encourage this?

If a good engineer leaves Juniper, it is extremely unlikely that he will return back.

I think it's all about money. If Juniper/Cisco give employees decent wages, then people won't jump ship. I've only heard of raises more than 3% is when you join a new company. Otherwise, it's the bare minimimum.

What you are saying happens in other companies too e.g. Google -> FB -> Google and vice-versa is pretty common. Pretty certain this happens only for good engineers. If a bad engineer goes from Juniper -> Cisco, pretty unlikely Juniper will welcome them back. From an engineer's POV, it is easier to get promo by the above ping pong behavior rather than staying loyal to a company. From Juniper's POV, they have a hard time attracting good engineers, they have no choice to give promo and welcome the good engineer, who is ok to work for Juniper.
