Are there any layoff plans? Im really hoping for one to GTFO.

There is more to that just finding a job! Specially if you have lots of stocks vesting and you can get a lump sum due to years of service. Unless you are a fresh college grad which you don't have anything to lose by just switching jobs, if you are unsatisfied then lay off is the best thing that can happen to you!
Get the job first. Then please leave silently.
Nothing should be stopping you from leaving except if you can’t find another job. At the current moment there are tons of job openings so if you can find a position it speaks volumes of your skill set
