Disclaimer - this is speculation and observation only.
It seems that with fall approaching we are noticing the start of some consolidation of responsibilities within departments locally. It has a similar feeling to last year before layoffs. Anyone else notice something similar? Budgets seem to be tight to say the least. Just curious if this is being noticed elsewhere?
I don't expect plant closings and it's quite easy to phase in layoffs to avoid having to give notice.
Plenty of big corporations skirt that rule.

If you are not in a union, all employees are considered "at will employment". Neither side has to give any notice to the other. Giving notice is a professional "courtesy", not a requirement.
Everything has seemed unsettled since the layoffs last October. I haven’t heard anything specific but have heard rumor of ‘headcount utilization’ meetings. So, maybe?
I don’t know all the legalities around it, but believe they’d need to give notice like they did last July prior to a mass layoff.
