Because they can't design anything more modern than the antiquated Soyuz rocket. Geesh!

Because they are Boeing "blue badged" employees same as you !!! Only difference is that they are non-resident, non-US citizen, &non-union. Same as your south carolina engineers minus the US citizenship. Plus they work for a lot less money &benefits.

Boeing should terminate, every single Beancounter and ALL Boeing managers who do not have an Engineering degree that lead engineering groups.
I don't recall ever having a Liberal Arts degree major teaching a Engineering course in college. It' a total joke that Boeing names liberal arts degree majors managers of highly technical engineering groups. My group has one of these persons as a manager now 99.999999999% of what is discussed in meetings flies right over Liberal Arts degree major's head.

It's propably the Boeing Managers with a boat load of Bean-counters working for them who are the major Cheerleaders wanting to send work from the USA to the Moscow Design Center. If Boeing can make a quick buck they won't think twice about offloading work. Boeing Leaders will try and explain it away blah blah, but if you work in the programs effected by work transfers you know the costs will increase. No doubt about it. My Boeing Group was forced to send work to one of Boeing's sties in another state which is not a desirable place to live. So with this major work transfer Boeing leaders hit our group hard with layoffs. The cost of preforming this work has increased too. Boeing employees at the site the work was transferred to, struggled from the start to perform the work and meet deadlines. So Boeing leaders have flown a large number of these employees to Seattle and picked up the travel expensives tab for them to stay in Seattle for months on end to learn how to do the jobs from people in Seattle, what's left of them who did the work before the work transfer. The travel expenses are very expensive since they include hotels. meals and car rentals for months and also free weekend home trips once or twice a month. So anyone with a brain which Boeing managers lack knows the cost of doing this work has increased x5 with the large work transfer and added travel expenses to teach the employees at the other Boeing site how to preform their jobs.

Transferring large work packages to other Boeing sites never saves Money. That is really Boeing Leaders and Bean-Counters bogus myth.
