The "Next Steps" are so that they can hire or assign your (foreign) replacement and mandate you train your (foreign) replacement in advance and other retaliatory actions and harassment toward the employee. Ideally, they would like you to quit but not now... that would hurt them... they want to be ready and when they are ready they will ramp it up to force you out one way or another.
That is what this information is going to be used for! AGAINST YOU.

The whole point of HIPAA is to keep your information private.
Anyone can ASK... but you are under no obligation to give anyone your information.
HIPAA defines what information and who can receive that information from a party that YOU'VE ALREADY RELEASED your information to and is limited to the extent that the first party would not be able provide the service without sharing it with the 3rd party.
Any disclosure of your information by yourself to anyone is 100% up to the person themselves.
