What is your level of anxiety? The rumors are growing but I am very calm. It became irrelevant to me whether I would be the target or not, because it became unbearable to work here. It’s easier to start from scratch with something new than to stay here. I'm almost sure that more and more people don't care if they will be cut.

I wonder if HR and Marketing posts things like this to urge people to quit so they don't have to pay severance or unemployment.
Market demand for data and analytic skills is currently unprecedented. I am seeing it first hand. Demand is outstripping supply and organisations are hiring skilled people. There is a clear brain-drain from failing organisations as people transition (jump).
Ask yourself 2 simple question if you are still at Teradata.
- How many people do I know who have left TD?
- How many of my colleagues have said they wanted to stay?
If you are still at TD and you have current skills around analytics, be rest assured you won't be looking for a job for long.
TD likes to fight unemployment claims. They are that “ethical.”
Even looking while employed at TD, nothing has materialized
You sound calm and composed. I like that. good luck with everything. I left few months ago and the change has been positive for me.
It is best to look for a new job while you still have one.
If you feel that way you should really be leaving on your own terms. Don't underestimate how long it can take to find a new job, especially if you haven't been in the job market for a long time.
