Here we are going into July and most locations within the company still are running with bare bones staff and a lot of open jobs. Support side starts to ramp up for the holiday season and begins seasonal hiring in August. We can not even fill the VC and PT REGULAR support positions we have. Please tell me where the seasonal population, support and sales is coming from if we can not even fill regular jobs?

You are partly correct but you do have to take into account that... when the government is willing to pay someone more to sit at home than to actually go look for a job, which would they rather do? I know able bodied people, with plenty of experience, who are able to get a job, but don't because the government pays them more just to sit at home.
I have asked 2 of them, that I know personally, if they have found anything, there are plenty of jobs out there, all they say is no. One actually said they may go back to Macy's once unemployment benefits stop.
Um, Jeff IS filling positions with idle college kids-it's called the EDP program.
Managers say that no one is applying, because of the weekly Federal stipend. I don't totally buy that, since Macy's has shorted filling employee positions in the past to make quarterly profits look good (for years, in fact.) If Jeff wanted to fill positions, there could be aggressive hiring of idle college kids and more part-time/flex openings. Gaslight, anyone?
