NOC will be offshore, union has destroyed any hopes of onshore positions due to overpriced labor with underdelivered work. Remember your red rag ibew shirts can be used as a kleenex or face mask and at least be put to some good use, mine picks up dog sheet marvelously.
Where is the Elliot NOC going to be located?

Windstream has also reduced their NOC support. A large portion was outsourced to various offshore companies. If you billing MRC is over a certain amount the customers stay onshore. I would expect to see some consolidation in the short term but Elliot's long term strategy is to outsource as much as possible. Contractors are ultimately cheaper than employees.
