Just remember this… the quality, or lack there of, of the HR department is a direct reflection of the CEO and BOD value system.
People are seen as just an asset exactly like every other one in the company. And let’s face it, leadership has miss managed every asset they have.
When you see HR as an empty administrative function to do what they are told, keep files, cheerlead your bad decisions, and pander to obvious virtue signaling; that is what you get.
