Can anyone explain to me if MRO must have this many managers? I think the vast majority of them are absolutely unnecessary. They are there just to milk the money for nothing. Maybe some things would get better here if they fired managers who do nothing and bring back people who did serious work.

Same thing down the street at your peer company. Sadly we lost someone good to MRO, but our managers need to GO also
There is a saying I saw in an interview recently from a soldier who returned home after they got pulled from Afghanistan. The terrorists have a saying that went ‘The U.S. may have the coolest watches, but we have the time.’ This is the same mentality of the low performers or people in danger of losing their job that got moved and promoted especially over the past few years. Stay under the radar, wait until the good people eventually leave, and use the leverage gained from sucking up to promote your career.’ It’s a lot easier to plan this over a HH than real work.
Hr talent managers, is a head scratcher to me.
How many Engineers have the title Engineer but don’t engineer anything?
How many Managers have the title Supply Chain Manager ?

I can think of at least one in IT who should’ve been let go long ago.
