You never walkout from a job unless you are prepared to never come back. Only once did I leave a job and then come back to the same employer for a different job (promotion as well) a little over 2 years later. I left on good terms so obviously no feelings were hurt. Good employees leave all the time for better opportunity. Those people will almost always be welcomed back because they are a good employee. It's the lousy employees you wish would leave, that rarely do. If they do happen to leave, they will never be welcomed back. If you're honest with yourself, you can easily figure out what kind of an employee you are.

I work at another company now and when you separate with the company the manager has to check a box on whether you are recommended for rehire

I'd say it's a safe bet to believe that you could be "blacklisted" unofficially. It's not like anybody would ever be officially informed. I know people who hold grudges and I wouldn't put it past them to do such a thing. You could get blacklisted anywhere for any reason. It's not specific to GE only.

I was laid off a few years ago and was hired into a new role within 2 months of getting the notice.

Why would anybody bail before they get let go and miss unemployment, severance and fed bailout. Maybe was a great opportunity that would not be available later?

It's possible if you have the skills and experience in another career field, that new career field position happens to open up at the right time, and there's nobody more qualified than you. Most people don't have more than one valuable set of skills and experience. Any additional skills that most people have are from the experience they acquired from working a previous lower level job. An Engineer may have Machining experience and could have been a Machinist in the past for a few years, but unless they are desperate for a job, they probably won't want to downgrade themselves. A Machinist on the other hand, more than likely has no Engineering skills or experience. The likely hood of them coming back and being put into an Engineering position are slim too none. Also, thinking you're as smart as an Engineer, but don't have any credentials to prove it, isn't going to cut it.

I'm not sure if it counts, but in 2017 I was going to be laid off due to an office closure, however I bailed before that happened so it would have been considered as leaving the company voluntarily. I've had two or three GE recruiters call since then.
