If you are planning on firing people, then just go ahead and do it. The only reason I can find for them saying that this will be done over three years is to create the type of stressful work environment that'll get many of us to quit. Firing people is cheaper than layoffs (no severance) but it still leaves the company open to lawsuits. Getting people to quit, though, is a major win for XOM with no downsides.

Retention of top performers is statistically better than retention of bottom performers. This is because the design of the salary curves and promotion matrix gets these people to high salaries quickly and they get better assignments. Lower performers get worse jobs and slow promotions and often the low performers make less than they can make elsewhere so they quit. A hiring company does not know a person is poorly ranked, so they can frequently jump to a higher salary curve. I know many "low" performers who quit and do very well on the career restart. Getting sizeable salary plus bonus plus stock and a fresh start. Because they were top of the class in college and often had grat experience in XOM, they do very well on the outside
Exxon work is not rocket science. The remaining mediocre folks can do the job well enough

It takes three years to train your BTC replacements.
The downside is XOM lose the people with employable skills. XOM will be left with mediocre employees as top employees will move onto greener pastures.
