what makes you think they'll agree to union demands! I would use contractors to save the company
2 different accounts. CAF funding is based on RFP's from the FCC.
The money is to agree to the ibew request, its to build out internet. They can use contractors for the very same purposes without dealing with the union which would be the obvious better decision, even ibew knows this.
