Anyone else get a notice when trying withdraw / roll over , that it says you can’t
cause of being “active employee”?

This is correct unless you officially resign or receive a “ letter of termination “.
If your on furlough, just inform the local HR that you resign . At that point they will make arrangements for you to get the money
