No. Not really. You mixed up the order of events. ARRIS first acquired the Motorola CPE business when Google sold the Mobile phone division to Lenovo. The acquisition of Pace happened later and that's when the international part of the CPE division became a separate company incorporated in The United Kingdom for tax reasons. The move back to the US happened after Brexit and as part of a decision to merge the US and international CPE divisions back together again. In hindsight that was probably a first step in preparation to the spin-off we're now seeing.

No. ARRIS Interactive LLC was originally formed as a jo–tventure between the US company ANTEC and the Canadian company Nortel Networks in 1995. The headquarter has always been in Suwanee. Later Nortel acquired Bay Networks, who earlier had aquired LANCity, and then sold LANCity to ARRIS Interactive LLC. Finally a holding company called ARRIS Group Inc was created to aquire and consolidate ANTEC and ARRIS Interactive LLC into a single company.
Don't know why someone downvoted this post - it's the absolute truth and was basically stated in ARRIS email and town halls.
Arris became a UK company when it bought Pace in the UK to avoid paying USA corporate taxes.

I wonder. Arris was in the head-end cable & DSL business before acquiring Motorola? What was Arris before they bought the Motorola (or what was left of Motorola) from Google? Arris was a company from England that had nothing to do with Motorola, until after Google acquired Motorola and then sold it to Arris.
Interesting how did Arris ended up with headquarters in Georgia. Maybe Motorola had a headquarters in Georgia.
Or maybe Arris switched from England to US after the aquisition.
Reading wikipedia, I see lots of acquisitions and getting bought going on inside this company's history.
It is almost like someone took a deck of cards and shuffled the BLANK out of it.

- When Google sold Motorola to Arris, it no longer had the mobility business unit.
- As Google/Motorola employees we were not allowed on Google campuses.
Google did not own ARRIS, ARRIS bought Moto-Home. I work for ARRIS that was bought by CommScope

- Google bought Motorola and sold the (Motorola Mobility) division to Lenovo.
- Then Google sold the rest (Motorola Home) to Arris.
- As Google employees, we all got a google t-shirt and then we got sold off to Arris

Google sold the old Motorola cable biz to arris. They never owned arris.
